The Guildford Town Centre and 104 Avenue Plan was approved by Surrey City Council on July 8, 2019. It covers approximately 515 hectares across Guildford and Whalley, running from the edge of City Centre at 140 Street to the Trans-Canada Highway interchange at 160 Street, and it sets the land use and density framework for the corridor. This property carries the plan's Low to Mid Rise Mixed-Use designation, supporting density up to 2.25 FSR.

Surrey's draft Official Community Plan, Surrey 2050, projects the city reaching one million residents by 2050 — roughly a 270,000-person increase on the December 2025 estimate of 733,760. Over the same period the plan anticipates housing stock rising from about 195,000 units in 2021 to 333,000, and employment growing from 212,000 jobs to 381,000. Guildford is named as one of eight community hubs where that housing, amenity, and service growth is to be concentrated rather than dispersed.

104 Avenue is a RapidBus corridor today. TransLink's R1 King George Boulevard RapidBus runs along the property's frontage, with stops at 144 Street and 140 Street — one block either side of the site — connecting Guildford Exchange to Surrey Central and King George Stations on the Expo Line and continuing south to Newton. The R1 carried an average of 14,590 weekday riders in 2023 and was the seventh-busiest route in TransLink's bus network in 2024. The Guildford Town Centre and 104 Avenue Plan directs the corridor's density toward exactly this service.
